Fraud Prevention, Identity Verification & Compliance Controls

How PopularVouchers protects customers, payment providers, and our digital marketplace.

PopularVouchers operates a risk-based onboarding and transaction monitoring program designed to prevent fraud, account abuse, unauthorized payments, sanctions violations, and the misuse of digital vouchers.

Our controls include the following:

1. Mandatory Identity Verification for First-Time Customers

Every new customer is required to complete an identity verification process before their first order is fulfilled.

The customer must submit:

  • A government-issued photo identification document.
  • A selfie photograph holding the same identification document, allowing our compliance team to compare the customer's facial image with the identification document.

Until this verification process has been successfully completed, the customer's order remains on hold and no voucher or digital product is delivered.

2. Manual Compliance Review

Our compliance team reviews every first-time customer before approving the initial order.

The review includes verification of:

  • Identity document authenticity.
  • Consistency between the customer and the submitted identification.
  • Order information.
  • Risk indicators associated with the transaction.

Only after satisfactory review is the customer approved for fulfilment.

3. Customer Risk Classification

Following the compliance review, customers are classified within our internal risk system.

Depending on the outcome, customers may be:

  • Approved and placed on an internal trusted customer (whitelist) register.
  • Rejected and placed on an internal blocked customer (blacklist) register where future transactions are prevented or subject to additional investigation.

Customers identified as high risk are not permitted to receive digital products until the concerns have been resolved.

4. Sanctions and Watchlist Screening

As part of our customer due diligence process, customer information is screened against internationally recognized sanctions and watchlists using OpenSanctions.

This screening assists in identifying individuals or entities that may appear on applicable sanctions, politically exposed person (PEP), or other public-risk datasets, enabling additional review where appropriate before fulfilment.

5. Order Hold Prior to Delivery

Digital vouchers are not automatically delivered for first-time customers.

Product fulfilment occurs only after successful completion of the identity verification and compliance review process.

This control significantly reduces the risk of fraud involving stolen payment instruments, synthetic identities, and other unauthorized transactions.

6. Ongoing Transaction Monitoring

We continuously monitor transactions for suspicious activity, including unusual purchasing behaviour, repeated payment failures, abnormal order values, rapid repeat purchases, and other indicators of potential fraud.

Orders that trigger our internal risk controls may be held for further manual review before fulfilment.

These controls form part of our broader fraud prevention and compliance framework, which is designed to protect customers, payment providers, and our business while ensuring compliance with applicable legal, regulatory, and contractual obligations.
